I have found one way to fix it! If you have Kaspersky , turn off protection , run modpack, then turn back on protection should fix it! :) You might have to trust Technic and everything Minecraft in your Firewall and Internet anti-virus before you turn protection off, then back on.

If you upload a file in an S3 bucket with S3CMD with the --acl public flag then one shall be able to download the file from S3 with wget easily Conclusion: In order to download with wget, first of one needs to upload the content in S3 with s3cmd put --acl public --guess-mime-type s3://test_bucket/test_file
